Medicaid Buy-In

Number 1 is for children, 2 is for adults and 3 is for reimbursement.

Texas lets individuals or families with higher incomes buy low-cost Medicaid by paying a monthly fee if they have access to job-based health insurance.  Apply for (HIPP) for possible reimbursement for what you have to pay.

1) Medicaid Buy-In for Children (MBIC).

Covers children age 18 or younger with a documented disability or special health care need who meet Social Security disability guidelines

2) Medicaid Buy-In (MBI) for adults.

Covers employed adults age 19 and older with a documented disability who want to work or increase work hours without losing health coverage.

3) Texas Health Insurance Premium Payment (HIPP).

If someone in your family is enrolled in Medicaid and you have access to health insurance through a job, Texas HIPP may reimburse you for your employer-paid insurance premiums. The state does this because paying your employer premium is often less expensive for the taxpayers than paying for full Medicaid medical costs

Medicaid Community First Choice (CFC) Services

CFC services are basic attendant and habilitation services for people with disabilities and are available to Medicaid and Medicaid Buy-in recipients with an institutional level of care.  The 4 CFC services offered are listed below. 

CFC Personal Assistance Services (PAS)

Focuses on hands-on physical help with daily tasks that for someone that may or may not physically capable.

PAS helps people perform activities of daily living (such as eating, toileting, grooming, dressing and bathing), activities related to living independently in the community (such as meal planning and preparation, cleaning, managing finances, shopping for food and other essential items), and health-related tasks based on the service plan.

CFC Habilitation (HAB)

Focuses on teaching and training so if they are capable, they can gain independence over time.

HAB teaches people how to accomplish activities of daily living, activities related to living independently in the community and health-related tasks.

CFC Support Management

Provides support for (PAS) & (HAB).

Support management provides information on how to select, manage and dismiss the attendants that are chosen to help.

CFC Emergency Response Services (ERS)

Provides emergency device.

ERS provides an electronic device usually worn by the person that, when activated by the person, alerts the appropriate entity that the person is experiencing an emergency. CFC ERS is available for people who live alone, who are alone for significant parts of the day, or who have no regular caregiver for extended periods of time and would otherwise require extensive routine supervision.
